In a recent development, the European Union has taken a significant step toward stricter labeling requirements for garments. A proposal mandating clear country-of-origin labeling on clothing products was recently approved by a large majority in the EU Parliament. The initiative aims to prevent consumers from mistakenly assuming that a product is made in the EU simply because of its label, when in fact it may originate from a third country.
For many Shishi-based clothing exporters, this new regulation is not welcome news. According to an official from the Shishi Quality and Technical Supervision Association, the change could pose new challenges for local manufacturers who have long relied on export orders from European clients.
Currently, the EU's rules on textile labeling are largely voluntary, unlike the more stringent regulations in countries like the United States and Canada. The EU market includes 48 types of textile fibers—18 natural and 30 synthetic—and while there are guidelines for fiber content labels, there are no mandatory requirements for indicating the country of origin. This has led to some confusion among consumers and businesses alike.
Before the new law was passed, most Chinese clothing companies followed the labeling instructions provided by foreign buyers, often marking products as "Made in China." However, some also included other EU countries on the labels. In the event of product recalls, companies typically negotiated with their foreign clients, who would often cover most of the costs. Now, under the new regulation, all responsibilities and risks fall directly on the manufacturers.
This shift has raised concerns among industry experts. With Europe’s trade barriers increasing, the situation is becoming increasingly challenging for clothing companies that have only just begun to recover from the financial crisis. As one vice president of a foreign trade company put it, “It’s definitely making things harder.â€
According to Mr. Fang, an industry insider, Shishi’s clothing exporters are now focusing more on label compliance. Since March 2009, the AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) stopped inspecting textile and garment labels. However, with the EU now pushing for mandatory country-of-origin labeling, both the quality inspection authorities and exporting companies must re-focus on label accuracy.
Mr. Fang emphasized that companies should enhance their awareness of labeling standards and closely monitor any changes in EU regulations. He also advised businesses to improve their internal quality control systems and send products to accredited laboratories for pre-export testing, to avoid potential rejections due to non-compliance with labeling rules.
